2024 "Sylvie Poulin" ROCKY HILL COLUMBUS DAY CLASSIC TOURNAMENT RULES


All games will be played using FIFA rules as adopted by the Connecticut Junior Soccer Association except for any changes stated in these tournament rules.

TEAM ROSTERS & REGISTRATION:   Team rosters will be limited to a maximum roster size of twelve (12) players for U9 & U10, sixteen (16) players for U11 & U12 and twenty (20) players for U13 & U14/15 and all may include up to three (3) guest players. Team registration will be by electronic submission.  Registration requirements must be submitted by September 21, 2024.  Note exemptions to roster size may be approved by the tournament Director for consideration at time of registration. Required submission to include a copy of the certified roster, scanned player, coach, and manager association card or a CJSA player pass and must also indicate the player is duly registered. No player may compete or be listed on more than one team roster per division. Approved Tournament Rosters are required when players are added.  Once the tournament has started, no changes in the roster will be permitted. If an ineligible player is used, that team shall automatically forfeit all games in which the player has participated.  The team will be subject to disqualification from the tournament. Any team not ready to play at the scheduled time or who forfeits a game will not be eligible for any award. Teams from outside Region I and New Jersey must have an authorized copy of the USYSA Permission to Travel Form at registration. Team Medical release forms (copies only, no originals please) must also be submitted with the electronic registration. Blank forms are available on the Rocky Hill Soccer Club web site www.rockyhillsoccer.com.  Please provide the “Team Medical” vs “Individual” Forms.

DIVISIONS:  Separate competition for boys and girls will be held in the following age groups for players born on or after January 1: 

                                    U-9:     2016                            U-10:   2015                U-11:               2014

                                    U-12:   2013                            U-13:   2012                U-14/15:          2010-2011


GAME TIMES AND DURATION:   Saturday, October 12 and Sunday, October 13, 2024.  Friday October 11, 2024, for local teams only.

·       U11 thru U14/15 age groups will play 4 games that will consist of two (2) twenty-five (25) minute running halves.  Half time will be two (2) minutes.  

·       U9 and U10 age groups will play 4 games that will consist of two (2) 20-minute running time halves.  Half time will be two (2) minutes.   

·       The three-referee system will be used for U11 thru U14/15 age brackets. A minimum of 1 official for U9 & U10 age brackets but will attempt to use the three-referee system as much as possible.  The decision will be made by the Referee Coordinator. 

Teams should be at the playing field at least thirty (30) minutes before scheduled kickoff time, to be checked in. No grace period will be allowed from the scheduled kickoff time. If a team does not have the minimum number of players (five (5) players for U9 and U10, seven (7) players for a U11 & U12 and nine (9) players for all other age brackets), the game will be declared a forfeit and a 1-0 win for the team that was present will be recorded. If neither team fills the minimum number of players by the scheduled kickoff, it will be declared a double forfeit, and no tournament points will be declared to either team. Out-of-state teams should take into consideration travel time and distance to allow sufficient arrival time before their scheduled games. Delays due to traffic or other unforeseen delays will not prevent forfeiture of a game if the team is not ready to play at their scheduled time. 

The team listed first on the schedule is the home team and will have choice of side at the start of the game. 

BALL SIZE: U13 and older will use a size 5 ball. All other age brackets will use a size 4 ball. 

TEAM JERSEYS: All teams will bring alternative jersey or pinnies of a different color than the primary jersey. At the discretion of the referee the home team will change colors. Goalkeepers will wear a jersey of a different color than either team. 

Substitutions are unlimited and completed at midfield with the Referees' permission according to CJSA and USYSA rules.

SCORING AND STANDINGS:  To determine standings, (U11 to U14/15) three (3) points will be awarded for a win and one (1) point for a tie.  Games that are cancelled for any reason will be considered a 0-0 tie.  In the event of a tie in the division standings for first or second place, the following tie-breaker rules will be used in the order listed:

(1)           Head-to-head play between the two or more tied teams.  If tied still then,  

(2)           Goal Differential (maximum 3 goals per game).  If tied still then,  

(3)           The most goals by a team (maximum 3 per game).  If tied still then,  

(4)           The least goals scored against a team.  If tied still then,  

(5)           Most wins. If tied still then,  

(6)           Most games where opponent does not score a goal (shutouts).  If tied still then,  

(7)           Dual Championship will be awarded when tie breakers do not resolve.

All participants in the U9 and U10 age groups will receive participation awards.  No standings will be kept in these age groups. 

WEATHER AND HEALTH CONDITIONS:  Games halted due to bad weather, at the discretion of the Tournament Directors, will be official if more than ten (10) minutes of play has elapsed.  Otherwise, the game will be recorded as a 0-0 tie if it is not played.  When cases of severe weather conditions exist, the Tournament Director may reduce the length of games or cancel games outright.  If cancelled games are not rescheduled, a 0-0 tie will be recorded for the affected games.

In extreme Weather Conditions, when the conditions are determined to be unsafe for play, the game may be canceled by the Tournament Director or Referee Director.  The Tournament Director may change location, delay, or reduce the length of play by up to fifty percent (50%).  In the event that the entire tournament is cancelled due to severe weather conditions or other reasons beyond the control of the Tournament Committee, 50% of the entry fee will be refunded.  In the event that some games are canceled and cannot be rescheduled due to severe weather conditions or other unforeseen events beyond the Tournament’s control, then no refunds or partial refunds will be issued.

In the event the entire tournament is cancelled by Local and State Authorities resulting from a Healthcare Crisis, the Tournament Committee will decide on a refund amount to be not less than 50% and not more than a Full Refund defined as “The Fee paid, less costs the Tournament has incurred at the time of the cancellation.” 

INFRACTIONS:  Any player who receives a red card will not be allowed to play in the team’s next scheduled game.  If any person associated with the team (coach, ass’t coach, manager, etc.) is sent from the field of play, they also will not be allowed to participate in the team’s next scheduled game.  Anyone receiving two (2) red cards during the tournament will be banned from further tournament play.

GAME PROTEST:  There will be no protests.  All decisions of the referees, Tournament Director and/or the Committee are final and not subject to revision.
